Job Title: Weed District Supervisor

Supervisor: County Judge and Commissioners

Department: Weed District

Location: Weed District Office

Type: Regular Full-Time

FLSA: Exempt

Salary Range: $5,242 – $7,025

General Statement of Responsibilities

Performs duties to prevent the establishment and spread of noxious and nuisance weeds in accordance with County, State and Federal Weed Laws, policies, and protocols. Assists with Grounds Maintenance duties. Reports all major concerns directly to Supervisor.

Supervision Received

Works under the general supervision of the Sherman County Judge and Commissioners.

Supervision Exercised

Supervises Weed District employees. Assigns and reviews work; alters the workloads of others to meet scheduling demands; evaluates performance and conducts appraisal interviews; and has the authority to hire and fire, or effectively recommend the same.

Examples of Duties – Essential Functions

  1. Enforces the Sherman County Weed Control
  2. Directs the daily work activities and actions; reviews employee spray reports and documentation on a daily
  3. Manages projects and contracts including making initial contact, preparing proposals, performing or directing work, evaluating efficiency, summarizing costs and
  4. Manages Weed District budget including monitoring revenues and expenditures, approving payroll, billing, budgeting and supplies
  5. Responds to Public requests for weed identification, herbicide recommendations and application techniques. Occasionally provides formal public
  6. Provides regular Weed District status reports to the County Court and the Weed District Board and advises them of any problems or
  7. Uses weed control methods including chemical, biological and manual removal of weeds; formulates mixtures, rates and timing of herbicide
  8. Documents all work performed on a daily basis including location, weather conditions, products and rates, equipment used and
  9. Maintains spray equipment including minor mechanical work, wiring, plumbing and calibration for proper spray

1O. Uses a variety of spray equipment including electrical, mechanical and manual.

  1. Conducts surveys by vehicle and on foot to locate new weed infestations and determine success of prior control Accurately documents findings on maps including the use of GPS technology.
  2. Obtains and maintains required State licenses for Public Pesticide Applicators, including Laws & Safety, Right-of-Way and Regulatory
  3. Maintains pick-ups and OHV’s including monthly inspections, oil changes and various mechanical work as needed and capable
  4. Oversees and assists with Grounds Maintenance on County properties including the irrigation system, debris removal, vegetation management and snow and ice
  5. Attends meetings, trainings and conferences as assigned.
  6. Follows all safety rules and procedures for work
  7. Maintains effective and cooperative working relationships with those encountered in the performance of duties; including employees, elected officials, other organizations, and the public.
  1. When county offices are closed due to inclement weather or emergency situations, employees may be required to report to work and will be notified by the county court. May need to coordinate department employees and services to assist with

Screening Criteria

Education and Experience:

  • An Associate’s degree in agronomy, crop science, plant taxonomy, range management, soils, weed control or related field;
  • AND Six (6) years’ experience in herbicide application and weed management, supervisory experience preferred;

Special Requirements/Licenses:

  • A valid Oregon driver’s license within 30 days of employment and proof of an acceptable driving record are
  • State pesticide applicators license required within 30 days of
  • Pre-employment drug screen and background check
  • Requires the ability to obtain a State Public Pesticide License with endorsements of Laws & Safety, Regulatory Weed and Right-of-Way categories within 30 days of employment.

Knowledge of:

Broad knowledge of federal, state, and local laws/policies related to assigned areas of responsibility including noxious weed laws and farming practices; thorough knowledge of chemicals used in weed control, appropriate application methods, and necessary safety precautions; various type of weed problems in cropping systems, range land and roadsides;

Skills: Computer skills, preferably in Microsoft Office Suite® products; skilled in communicating effectively, both verbally and in writing; operation and maintenance of spraying equipment; operation and maintenance of off-road vehicles; proper mixing of herbicides for application; properly identifying plants/weeds; operation of mapping and GPS systems and equipment.

Ability to: Communicate effectively, both orally and in writing; work independently with initiative, making decisions with sound judgment; comprehend and interpret laws, rules, regulations, and directives; effectively operate modern office equipment, computer systems and programs; accurately maintain records, reports and statistical data; make independent decision in accordance with established policies, initiative, and judgment when carrying out tasks and assuming responsibilities; ability to perform tasks independently with general instructions and guidance; serve the public, other internal and external personnel, organizations, executives and officials with courtesy, tact and judgment; accurately make arithmetic and measuring calculations at an acceptable speed; prioritize concurrent demands; identify and report abnormalities encountered in the performance of duties.

Manual dexterity and coordination are required for over half of the daily work period which is spent while operating weed spraying equipment, driving and using general office equipment such as computers, keyboards, and telephones. While performing the duties of this position, the employee is frequently required to stand, walk on uneven ground, reach, bend, kneel, stoop, twist, see, talk, hear, and manipulate objects. The position requires mobility including the ability to lift and/or move materials up to 50 lbs. daily and up to 100 lbs. occasionally. This position requires both verbal and written communication abilities, close vision ability, and the ability to adjust focus.

While performing the duties of this position, the employee is primarily working outdoors. The employee is exposed to inclement weather, dust, pollen, chemicals, fumes, insects, pests, machinery and traffic. The noise level in the work environment is variable and lighting is adequate.

The employee will utilize proper protective equipment, where recommended/required for compliance with county policy and OSHA standards, to include reflective vest, protective footwear, safety glasses, gloves, chemical mask, hearing protection and hard hat.
